Steven M. Fincher has spent the past twenty eight years running a small business. He knows what it means to meet payroll and he knows what it means to put his own capital at risk. He understands the challenges facing business owners.
In addition to owning a business, Fincher serves as general counsel to a number of small and mid-size businesses. Fincher has also served as the appointed attorney for twelve local governmental entities in Fulton, Clayton, Henry and Fayette Counties, currently serving as the general counsel for the Clayton County Water Authority; Clayton County Housing Authority; City of College Park; City of Jonesboro; City of Lake City and City of McDonough. Because he has seen so much, Fincher usually has some relevant past experience and some immediately useful insight into many issues, allowing him to provide creative solutions to clients problems, often from the first phone call they place.
Fincher also works extensively with developers, having successfully steered scores of projects through zoning boards, Boards of Commissioners, as well as the Atlanta Regional Commission and the Georgia Regional Transportation Authority. He has handled hundreds of millions of dollars in project financing for developers and cities for development and redevelopment projects.
As a litigator, Fincher has handled several precedent setting cases, including: Holy Cross Lutheran Church, Inc. v. Clayton County, where Fincher successfully defended county zoning ordinances; City of College Park v. Eastern Airlines, Inc., where he recovered $1,000,000 from Atlanta for the City of College Park; and World Famous Dudley’s Food & Spirits, Inc., etal v. City of College Park, where Fincher effectively removed strip clubs from College Park.

Fincher obtained his Juris Doctor from the University of Georgia School Of Law in 1980. He received his Bachelor of Arts degree in Political Science from the University of Georgia in 1977.
Fincher is a member of the State Bar of Georgia, the School and College Section; Aviation Section; Local Government Section; the Georgia Municipal Association City Attorney Section; the Clayton, Henry, and South Fulton Chambers of Commerce; National School Board Association Counsel of School Attorneys.
Fincher is married and has three college-aged daughters.
